Il s'agit de Benny Hill. Je trouve la photo de la statue, mais selon l'article qui date de novembre 2008, aucun endroit n'aurait encore été approuvé pour la placer

THIS is the statue that fans of world famous comedian Benny Hill have been waiting years to see in Southampton.
Dressed as his popular character Fred Scuttle, giving his trademark salute, Benny is ready to be cast in bronze and placed where people can marvel at the tribute.
But despite the amazing attention to detail on the 6ft 6in figure and a campaign to raise funding for the bronzing process, a question mark still hangs over where to place the iconic statue.
Currently resting in sculptor Graham Ibbeson’s workshop, the fibreglass cast of the comedy legend, who is still entertaining television audiences across the US, Australia and Japan, is in need of a permanent home.

FAMOUS faces from the world of comedy are lining up behind the campaign to bring a Benny Hill statue to Southampton.
The team behind the campaign, including renowned sculptor Graham Ibbeson and TV pundit Garry Bushell, say they already have celebrities backing the tribute to the world-famous entertainer and interest is constantly growing.
Barbara Windsor, Brian Conley and Bobby Davro are just a few of showbiz faces that have showed an interest in helping the campaign.
Garry said he already knew dozens of famous faces who would be willing to help bring the statue to Southampton.
“I’ve had scores of messages of support from celebrities. Stars backing the campaign stretch from Barbara Windsor to Right Said Fred,” he said.
“Household names such as Brian Conley and Bobby Davro have already appeared at fundraising nights; and others like Bradley Walsh and Joe Pasquale have agreed to do the same.
“The finished statue will be a great tourist attraction for Southampton and a fitting tribute to one of the great popular English comedians who brought joy to the lives of millions."
As reported in the Daily Echo, Graham, who recently won praise for his statue of Les Dawson, has already made the cast of the Benny Hill statue, which features the comedian as his popular character Fred Scuttle.
Graham said that once a location to place the statue has been found, the fundraising to meet the £80,000 cost of bronzing the 6ft 6in figure will begin, a process that will take around nine months to complete.

Biographie de Benny Hill
Issu d'une famille d'acteurs et chanteurs, Alfred Hawthorn Hill abandonne l'école assez jeune. Tour à tour laitier, ouvrier opérateur, directeur adjoint de production et animateur de radio, il apparaît pour la première fois à la télévision en 1949 puis décolle en 1955 grâce au 'Benny Hill Show' de la BBC. Devenu un idiot célèbre pour ses sketches burlesques ponctués de course-poursuites et jeunes femmes peu vêtues, il est visionné par la plupart des pays. Jouant plusieurs personnages ou en accéléré, cet adepte de tartes à la crème est souvent accompagné d'autres comédiens et martyrise en outre certaines vedettes. Victime de son obésité, sa santé commence à décliner en 1990 mais il refuse de se soigner et décède finalement d'une crise cardiaque à l'âge de 68 ans. Après avoir légué sa fortune - environ dix millions de livres - à son entourage proche, il est enterré dans Southampton. Travailleur acharné et compulsif, Alfred Hawthorn Hill n'avait que très peu d'amis même si certains disaient qu'il n'était jamais seul. Jamais marié, il n'était pas matérialiste et préférait louer un petit appartement situé à deux pas des studios plutôt que d'avoir sa propre maison ou voiture. Producteur d'émissions comiques toute sa vie durant, il oeuvra et tourna dans de nombreux films, courts métrages et brûla même les planches. Polyvalent, il donna naissance à un personnage des plus appréciés et demeure encore l'un des meilleurs humoristes anglais du XXe siècle.
